Texas' Problems of Practice (PoP)

• Democratic erosion through politically motivated redistricting that fractures minority representation and civic power.
• Lack of trust and accountability in criminal justice systems, underpinned by deaths in custody and unresolved community trauma.
• Administrative and infrastructure dysfunction, hampering city, county, and precinct-level service delivery.
• Economic and development equity gaps, where growth and redevelopment risk displacement rather than inclusion.

Our Status

Phase 1

Formalization

Our “champion” institutions consist of the city, public school district, community foundation, and community development corporation.

In order for this to work, the champion core serves as our anchoring entity most germane to the dimensions of the problem of practice and the authority to remediate as well as implement the solutions.

Phase 2

GAC Assessment Process Begins

Current Phase

The current conditions of our city were inventoried—the state of affairs and the historical affairs (e.g., divestment, white flight, globalization, and impact on the economic base). This understanding allowed us to trace the contributing governance behavior and consequential people impact.
